That's all it would do for a hobbit, yes. For someone with actual political power who could potentially control armies like Boromir or Aragorn or Galadriel it would have made them into some fantasy version of Hitler. For a Maiar such as one of the five wizards, the balrog, or Sauron himself (and possibly one of the elf lords too even though they're not Maiar) they would have had access to most of Sauron's exhorbitantly large godly power, which he stored most of, within the ring.

For Frodo or Sam or Gollum wearing it, the danger was more about Sauron finding it and recovering it from them, rather than about what one of the halflings would actually end up doing with it.

Oh, also forgot about the general power of compulsion it has, if the individual is strong enough. It's why Sauron has such a firm hold on so many orcs and trolls, as well as the Haradrim and men of Rhun. Someone wearing the ring could potentially have the power to enslave others. Thus helping them with the whole Hitler thing.
