The key is that shortkut is the Avenger. Means you can’t kill him or you hand the game to the town. But the fun thing is the Arso ALSO can’t kill him without handing the game to the town because they will be powerless the next night and outvoted. So shortkut lives forever.

Also, the wolves can’t ever kill the Arsonist now and the town won’t do it for them. So Arso lives forever. The town can force a tie, but only if they brutally hunt down and murder every wolf. The decision on who to vote is forced if we don’t want to lose, and we also know who everyone is. So thanks for that.
