There a few possibilities to waste Shadow Wolf here

1. Ben is Shadow Wolf.
2. Ben is not a wolf, but the wolves think this will make it obvious that #1 is the case here and think they can get an easy lynch by making Ben look bad.
3. Ben isn't a Shadow Wolf, but the wolves have multiple Shadow wolves and can afford to waste one on day one.
4. Wolves are just fucking around and don't care if they waste a Shadow.

The shadow wolf could also have just switched to a different wolf path if they had wanted. They probably had a plan

No, they can't communicate in the day at all until the day after the shadow wolf is used.

If the shadow wolf is on the wolf team, the wolves will not be able to communicate with each other privately during the day until the night after the shadow wolf ability has been used

They would have needed to coordinate before the day kicked off.

It doesn't have to be activated right away though... just while there is 12+ hours... so... what, you erase everyone's memory of a time before the shadow?

They can talk for 5 hours, come to a conclusion, activate the power, then they can't talk til the next day.

This was kind of what I was addressing. If they wanted to communicate, they wouldn't "waste" shadow. Shadow would have just switched to a different tree.

I was even on a wolf team with two shadows.

yeah, I made this mistake on the Ben game because I misunderstood the role. I don't like it, though.

Wolves can always talk during the night. If there is a Shadow Wolf in the group with an unused or active Shadow, day communication is forbidden.

No. They cannot chat in the day at all. Night only until the shadow wolf abilities are all used. It's not a "you can chat in the day prior to using the shadow wolf" thing, it's a "you cannot chat during any day phase" until the shadow wolf ability is used.
