Jawneh claiming Ritualist and then stating he set the revive for Tommy doesn't make sense from an Instigator team sense. You'd probably rather keep that information secret. Especially since Ritualist is going to be a high priority wolf target.

Local makes more sense than Jawneh, but only in a "he might be instigated" sense. He COULD be Voodoo, but I feel like Local is smarter than to let everyone know he's a librarian as a Voodoo Wolf
