It's California Speed. Took me a bit as I've only played the arcade version and forgot it got a console release.
yeah, that's it. Only way to make it even more obvious would be if I had found an image of the Mountain Dew truck or Golf Cart driving on the roller coaster.

Well, actually. Now that I think about it, DOS era PC games had already been pretty damn amazing compared to any consoles. Early Windows ones were too. It's just hard to remember as it all blurs together.

I had played a couple Wing Commander games as a kid and those looked amazing to my tiny little eye balls in my tweens. So much better than anything I had seen on SNES or SEGAs. I remember some StarWars ones being amazing too.

I think our perception of "DOS games" as being something like C64 had. And even c64 had some decent looking ones later on.

The monster in the picture is called a "worm" in the game. It's only one of many types of monsters you encounter (one of the easiest ones). There's another that looks just like it except it flies and is called a dragon.

Other monsters look more like what they're meant to be. Bees and birds are also common in the early levels. Kraken and Griffins show up a few levels in, and eventually things like Wyverns show up (and look more like what you'd imagine vs. what this game uses as Dragons, which I guess would be more akin to the east asian style of dragon)

One of the first games I bought on PC, got it at a Big Lots, it was kind of fun. Not sure if was actually a solid game or I didnt know better or have other options
It's a good game. As I said later it's essentially a reworked Win 95 native version of Terminal Velocity which Microsoft published and pushed quite hard in the early 95 era.

I makes me want to think Magic Carpet, but you're not on a carpet, unless you can upgrade what you fly with. Also the UI shows one, so gonna guess that
Ding Ding! You don't see your own carpet (at least in the original version), but you do see others wizards on carpets when they're also in the world with you.

The DOS mode version of the game is the best version of the game.
