Thread 1000 badge

Who should get it? Right now the official count in the bottom of the main forum page is ~20 behind the thread URL list of where things are (deleted threads?). Should it go to the person who posts the one with the URL 1000 or the person who posts the thread that makes the official counter break 1000?

Or should it go to both?
